I wanted to answer the question Mrs. Bradly had about the traffic stops on 14th St., 13Th St., Frederick Ave., and 12th St. From August 25th-October 25th, Officers have made 1732 traffic stops within the City of Frederick. After combing through those stop locations, I located several stops that were made on the above listed streets:
14th Street
10/07/23 @ 0819 Hours: Light violation/Warning
10/25/23 @ 2001 Hours: Stop Line-DUI/Citation
13th Street
09/13/23 @2131 Hours: Minimum Equipment/ Warning
10/05/23 @ 1021 Hours: Stop line/ Warning
Frederick Ave.
10/20/23 @ 0001 Hours: Pretext stop DUI/ Warning
12th Street
10/19/23 @ 2326 hours: Impeding Traffic-DUI/Citation
Keep in mind that officers have full discretion to write warnings vs. tickets.
Quotas are illegal.

We are out there, out of 159 reported selective enforcement numbers that were created throughout the City, during this time 21 were designated to your NAC’s specific areas of concern.
Commercial Vehicle Traffic
I have attached the commercial vehicle chart. We consider a vehicle with the capacity of 26,001 lbs. to be considered a commercial vehicle. (See the attachment) This does not include City vehicles (ie trash trucks), school busses, trucks that pull lawn trailers, or vehicles conducting deliveries.
We will continue to conduct selective traffic enforcement for commercial vehicles utilizing those streets. In fact today around 0800 hours, OFC Lyons was in the area, but didn’t locate any vehicles violating the posted signs.

Speed Camera Location
I spoke with Lt. Thomas about moving the speed camera box that is currently facing N/B on Motter Ave. at 12th St. Lt. Thomas has reached out to Vera Mobility, who service and take care of the speed camera, and requested a speed study to be conducted in the 1000 block of Motter Ave. (in front of Staley Park).
Since the speed camera was just moved, they have little data to go on at its current location. However, Lt. Thomas thought that placing the camera at that specific location would do two things, 1-slow traffic down, 2- the reduction is speed would assist with lowing the amount of accidents at Motter and 12th St.
For the time being, the speed camera box will remain at its most current location.
When the speed study is complete, I will share with you the data gathered.
Crosswalk Flashing Lights:
To address the issue with the crosswalks on Motter Ave. heading toward Staley Ave. We can not have a crosswalk button put in at that location, those devises are for stop light intersections. A stop light will not be put in at that location. However, flashing lights may be an option. The Police Department is not the City entity to requestion lighting systems. I would refer you to City Engineering with your request for flashing lights at the crosswalk.
