"We understand that 13th Street/Fairview is a major EAST/WEST thoroughfare connecting HWY 40-Rosemont-Motter Ave.-Market-and East Street, and that city planning for development often does not account for increased traffic flow through established neighborhoods. However, as 30-year residents of West 13 th Street, we notice an increased volume of traffic, often aggressive, especially in the afternoon and evenings. There is a sign at West 13 th Street and Market that indicates that no large trucks should be allowed, yet, we see many large trucks travelling East and West throughout the day. Speed bumps are
not as effective as in the past and often vehicles temporarily slow down, only to travel at increased speed between the bumps. Speed monitoring stations are absent, and no observable presence of police to curtail excessive speed have been observed. This is a neighborhood, and should be respected as such, not a convenient, speedy cut-through which affects a decreased sense of safety for residents."
