I am a resident on Motter Avenue. I do not believe that the installation of a traffic oval at the intersection of Fairview/13th Street and Motter Avenue is going to be beneficial.
Every afternoon that school is in session there is a back-up of traffic from North Frederick Elementary School all the way to the intersection of Fairview and Motter and there are times when the back-up extends beyond that intersection. The addition of a traffic oval will only make this back-up worse.
There are many children walking to and from North Frederick Elementary School and Thomas Johnson High School and I am concerned that the traffic oval will make it much more dangerous for them to cross Motter Avenue safely because there will be a constant stream of traffic.
The change in traffic patterns and volume from residential construction on East Street and North Market Street may lead to a greatly increased number of vehicles on 13th Street and other streets that lead from East and Market to Motter Avenue, which is the easiest way for those vehicles to access Rt. 15. I believe that the installation of the traffic oval will make these residential streets more attractive to through traffic which will be detrimental to all who reside on these streets.
On a personal level I am concerned that I and other residents of Motter Avenue will be unable to get out of our driveways with the constant flow of traffic. I also fear that cars parked in the designated parking lanes on either side of Motter Avenue will impede the free flow of traffic.
