Traffic and Traffic Oval Feedback

"We live on 12th Street and have been here 7 years. We are near the intersection with Fairview Ave.
First is the 4 way stop that I can see from my living room and the fact that folks using Fairview treat that intersection like a 2 way stop, if they stop at all. There used to be an occasional police presence but it has been a very long time since I have seen an officer. The fact there are young kids walking to school and crossing that intersection increases our concern.
I work at TJ and also coach there so I am making turns at 13th and Motter multiple times a day and it is a white knuckler area for sure. A circle would make perfect sense. I actually have started going down to 12th Street and then making the turn onto Motter in order to avoid 13th. Doing that, however, brings up another issue.
When you make the left onto Motter from 12th, the retaining wall associated with the house on the corner causes a very dangerous blind spot. This gets exaggerated when school traffic is queued up and you add a car to the blind spot. Not sure what can be done about it but it is a very dangerous situation. Lastly, speaking of school traffic, cars are often parked in front of our house (which is not a huge issue) but at times they will park right in front of our driveway. Also when the line up down Motter at dismissal, this adds to the whole 13th and Motter fiasco. I did express a concern to the school a few years ago about kids being dropped off on Fairview and it seems that has gotten better."
